Are all the voices in Voice Universe available to every Voice.ai user?

The user who uploaded the voice has the option to make the voice private. A private voice can only be used by the person who created it. If a voice is not private, it will be available to every Voice.ai user.

Third party voices that are public can only be used by Pro account subscribers.
